Base boost adjustment

I'm trying to adjust the base boost of my '87 9k T. The problem is that the rod is siezed on the wastegate actuator. The locknut got loose very easly, I removed a wire that was in place of the R clip, probably one of the previuos owner made some mess, and tried to extract the rod from the actuator lever to turn it. Nothing. It was siezed. I tried to turn the lever, acting as the WG should, pushing to the right side (pass side in US and here) of the car, found it quite hard but it could move for a couple of centimetres, a bit less than an inch.
Do you think there's something else keeping rod and levere together? I can't see well.
I tried to make a lever with a screwdriver, but I didn't pushed much because I feared to break the WG: how much should I push?
Thanks in advance, any tips, comments, ideas or suggestions are welcomed, now as usual.
