Failure trend of blower fan????

I've got an odd situation 1994 9000 Aero 5-speed:
First, after a coolant leak (in the heater hose right near the engine block) the blower fan started to flucuate in speed for no reason. It would be blowing at a constant speed, and then suddenly for 2-3 seconds would speed up(this would occur at random intervals independent of everything else). It did this for about one week, now it will blow normal for about 10-15 seconds when I start the car (or put the fuse back in) and then slow way down (like lowest speed) and I hear a clicking sound (like something is hitting the fan blades). It will run like that no matter what, even if I turn the ACC off. Only pulling the fuse gets it to stop.
When I bought the car in May, it needed a fan speed controller and the wiring harness had shorted at the plug. I have no idea how long the fan ran at full blast before they pulled the fuse (and before I got the car). I had the fan speed controller replaced in May (and the harness too, it had shorted at the plug). I have ordered the transistor to fix the old fan speed controller and I should be able to test with a good one this weekend.
So does this sound like a wasted blower fan? Or is it only stuff in the fan and a bad speed controller? I'll know more when I get a chance to get it in a garage and take a closer look.
