What was the problem in attacking the windshield washer?
You can get to the washer reservoir pretty quickly by dropping the panel behind the airdam. Not great access, but it's there. For decent access, remove the RF tire, and pull out the fender inner liner (two parts). Yeah, it's about 20 minutes work, but great access.
Of course, I'll bet the problem has nothing to do with the windshield washer pump. I'm assuming that when you pull the stalk, the wiper swipe, but the motor doesn't run.
The problem isn't in the motor, but in the switch. The full current for the motor runs through the switch. This causes pitting on the switch, and this pitting makes for a high resistance. Not enough current can run through the switch to start the motor - starting current is higher than running current. SOmetime the motor might just turn over, and if so, it runs. If you remove the electrical connector from the motor and stick a meter in, you see a full 12 volts - that's because the meter doesn't pull any current, so there is no voltage drop across the dirty switch contacts.
The usual solution is to pull the wiper switch, open it up, and clean the contacts. If you want to be absolutely sure it's the switch, remove the connector from the switch, and with the ignition key on, jumper the leads for the pump motor. If it works great, then it's the switch.
