For some reason, the steering column is different on air bag equipped cars than on non-air bag cars through '93. The cars with air bags are not adjustable using an external lever. However, the cars without airbags (in the US, pre 1990) can be adjusted using a lever under the dash.
I have an air bag equipped 1990. For my daughter, I loosened the steering column pinch bolt that you have located and flipped the spacer on the left hand side. This gave her an about 1 1/2" closer steering wheel location. I also have obtained an adjustable steering column from a 1989 and am currently trying to retro fit the adjusting lever.
If anybody knows, I would like to know why SAAB limited this option on the pre 1994 air bag equipped models. I can guess that it has something to do with potential steering column travel on air bag activation, but I don't know for sure.
