'97 Intermittent smoke bomb...

Hello all!
Got a perplexing situation and was hoping maybe someone's seen this before.
My buddy's trying to fix this '97 Aero with an automatic, car has ~130K miles.
The symptom is that the car *intermittently* smokes like crazy. He can't reproduce the problem, but the customer tells him that occasionally it smokes so badly she's getting stopped by the police. His suspicion is that it's oil, since the car uses ~2 quarts in 8000 miles (see below).
The inside of the tailpipe seems really wet and sooty. But he disconnected the frontpipe at the turbo and it seems clean - only a light coating of light-colored soot.
He pulled the plugs and inspected them, as well as the top of the pistons, everything looks okay. Turbo compressor discharge pipe has a little oil coating, but nothing that appears excessive. The turbo itself (it's an automatic so it's the Garrett turbo) seems to spin okay and not to have excessive play.
Crankcase ventilation seems okay - the fitting at the valve cover, and the hose leading to the turbo intake are clear.
The car is not well-maintained, owner uses non-synthetic oil and changes it at 8K-10K intervals. When the car came in for this visit, it was 8500 miles since last change and oil was down 2 quarts.
CEL is not on.
I'm thinking sludge is causing the piston rings to stick, or maybe an intermittent headgasket problem.
Anyone else have any ideas?
Thanks in advance,
Eric Law
