The fuel filter traps small particles in the fuel that would otherwise clog your fuel injectors, etc.
The fuel filter should be replaced every 2-3 years; about 25-30K miles. As the filter clogs up, it makes it harder for the fuel to get through.
Replacing the filter can't hurt the noise. If you don't know the last time the filter was replaced, then do it now. It won't be noise you'd be addressing; it would be the health and performance of your engine.
I don't know what you meant by 'when the case is low'. Does the sound change with road speed? Engine speed? Engine load? The fuel system runs at a constant pressure, so the same amount of fuel is going through the filter at idle as at full bore. If the sound isn't there at idle, I don't think it's fuel system related.
If it's road speed related, it could be a bad wheel bearing, or a problem inside the transmission.
