Rich,
I went back and looked at the readings on my 95 9KCS when it failed PA emissions a year ago. Looks like they use a different scale but maybe you can translate it: CO%= 1.42, limit 1.0; HC ppm 98, limit 130. Obviously the CO was over but the HC was high also. I replaced the DI cassette and the O2 sensor, results were: CO% 0.00, HC ppm 6. I replaced both at the same time because PA will give you an exemption if you spend over a certain amount on emissions-related repairs and it still fails, so I figured buying the DI was good insurance at 130k. Failing the second time without spending over the limit would have resulted in loads of red tape. If re-testing isn't a big deal, replace the O2 sensor first and see what happens, then move onto the cassette if it still fails. Good luck
