I did this recently on a '91 9kt. I am not certain that the process I used for my car is the same for yours. Maybe others on the board could verify this. Anyway, you need the following: A pressure guage, preferrable one that isn't extremely high pressure so the lower end of the scale can be easily read, about five feet of vacuum hose, a t vacuum connector and a small jumper wire (about an inch in length). You are also highly likely to need a new C clip later in the procedure, so you may want to purchase a collection of these from Auto Zone, or somewhere similar.
First you must set the base boost. This is done by disconnecting the electrical plug from the BTC valve. This piece can be easily identified as it is located on top of the radiator and has three vacuum hoses running to it. Next, you need to run vacuum for the pressure guage. You will need to run vacuum lines from the engine bay into the cabin so that the gauge can be read as you drive the car. I spliced into the vacuum lines just off the intake manifold. Refer to the Townsend site to determine what the base boost is for your particular model and engine system.
If you are not within specs, you adjust the turbo pressure from under the car by adjusting the wastegate rod. Quasi's site is helpful to reference at this point as well as Townsend's. Be careful not to overdo your adjustments as the consequences can be catastrophic. This procedure should be done using the octane of fuel that you normally use. Using higher of lower octane than you normally use will skew your settings.
Once the base boost has been set properly, then you need to re-calibrate maximum boost. This is done by reconnecting the BTC valve and removing the pressure guage and restoring the vacuum lines as they were before you started. You then need to remove the fuse from the ECU for about 10 minutes to let the ECU memory clear. RE-install the fuse, then use your jumper wire to jump two wires on the throttle valve electrical connection, then reattach the electrical connection. I did find conflicting info on which two wires to jump,l but I jumped wires two and three. The wire numbers are marked on the electrical plug. After the wires are jumped, you need to drive the car, preferrably up a large hill, at full throttle for about ten seconds from 3 - 4500 a number of times for the ECU to establish what will become your maximum boost. The turbo pressure gauge will should go deeper into the red than usual during this process than it would under normal operation.
Once you are satisfied that the maximum boost has been established, you are finished.
I should forewarn you that I have a '91 9kt, so your procedure may be different. Check The townsend site and Quasi's to see if there are any differences and good luck. It is actually kind of fun; but watch out for cops, they just don't understand car enthusiasts and our behavior!
