Tim,
I believe what you're experiencing is a trait typical to 9000's in general, especially as they get older. First off, the fan in front of the radiator (actually the AC condensor) always cycles through one time upon start up as part of the system test. Don't worry about that. If the problem with engine heat while idling has shown a tendency toward getting worse, you probably have one of two (or both) things going on. First - the thermal sensor mounted to the bottom, passenger-side of your radiator is probably starting to age; they become less sensitive to temperature swings as they get older. If I were you, I would buy an 82degree C. temperature switch (the one used in 900's), and replace it with this switch. You will have to wire up a set of electrical lug connectors to your current thermo-switch wiring assembly. I did this on my 9000 with a set I cut off a 900 in the junkyard; the whole procedure took me about 30 minutes. Do not screw the replacement thermo-switch in too tight! Hand-snug it, and then about 1/8th or so of a turn (use antiseize on it, too). In hooking up the new spade lugs, you'll have to determine which two of the three wires on your current thermo-switch harness activate the high-speed circuit (Townsend website has info on all of this wiring), and use these two leads for the new lugs. Also, as a matter of course, I'd pop the $20 or so (Cybertroll, eEuroparts) for an 82degree C. thermostat. This should take care of your current problems. One last thing: I've found that reducing the ratio of anti-freeze to water from roughly 60/40 down to 25/75 will also make a marked improvement in the radiators ability to shed heat.
