If you have TCS, you've got a TCS light.
Turn the key to ON, but don't start the car - you should see the TCS light. (along with all the other lights). Start the car, and the TCS light will go out.
If the TCS detects a failure, it will light the TCS light and drop into limp-home mode.
If you want to test the TCS, find something nice and slippery. TCS shows up the most at slow speeds - below 25 mph. Find a slippery parking lot, and cut the wheels hard to one side, and stomp it. Turning the wheels means the tires have to both steer and put power down, so they're more likely to slip.
At slow speed, the TCS cutting in feels like a slight judder. The TCS has two methods for limiting slip - it cuts back on the throttle, and can also apply the brake to the slipping wheel. Which it does depends on the speed of the car and what transmission you have (manual or automatic). Yes, the feeling can be pretty subtle, especially if it's just cutting back on throttle. If you really stomp it, but the tach isn't going up as fast as you'd expect, that's probably TCS.
The TCS works just fine. Some folks don't like a car taking away control. Also, in some VERY slippery conditions, the TCS can actually make it impossible to move - a little slipping is OK, but the TCS eliminates all slip, so the wheels don't move.
The major problem with the TCS is when it detects a failure in itself. Dropping into limp-home mode isn't fun, especially if it happens just as you're taking a left turn in front of an oncoming truck. Most TCS problems can be easily solved by cleaning sensor contacts and replacing faulty valves. A few cars have TCS problems that are very hard to fix, and those taint the vast majority of TCS-equipped cars that do just fine. BUt if you get one of those lemons, knowing that others have no problem with TCS is little comfort.
