Having been through something very similar the route to go is to inform eBay -- I believe they have a form for this, and they may suspend his account. Make sure not to miss the deadline for leaving negative feedback, but bear in mind that he will retaliate in kind. Then inform Paypal, who will likely do nothing. If Paypal does nothing then contact your credit card company. In my case with Visa they asked for all supporting dox to be faxed to them. They then credited my account. Once it got to Visa they were really good about it. I got a nasty email from Paypal months after the problem that I shouldn't have gone to my credit card company as it makes them look bad. I responded that had they not sat on their asses and did FA for months then I would not have!
Best to give the sender every benefit of the doubt before proceeding and warn him accordingly, but once you do act make sure to keep copies of all correspondence, the page of the actual auction, and your receipt from Paypal. It would be of service to the community if you revealed the bad seller so that others may avoid him.
