Do you have headlight wipers? Does the temperature recover after a minute or so?
If you have headlight wipers, they spray washer fluid. I'll bet that washer fluid drips down onto the sensor, which is below the left headlight, under the air dam. The washer fluid contains A LOT of alcohol, to keep it from freezing. The alcohol drips onto the sensor. When it evaporates, it cools the sensor down - the same cool feeling you get when you put alcohol on your skin.
The cabin blower uses outside temperature to determine how much to blow, and if it's hot or cold. So yes, a wrong outside air temperature can confuse the inside temperature, if only for a little while.
Now, if you don't have headlight wipers, I will assume that there is a bad electrical ground near the sensor. The electrical ground would be shared by the windshield washer pump and the sensor. But I doubt this - I think it's just washer fluid dripping onto the sensor.
