...but it can be done from the top with patience and the right tools, but don't try to see anything you're doing. Working by feel is the only way.
You should be able to remove/install a stock sender with normal tools, open/closed-end wrench or ideally a standard socket/ratchet arrangement, but if not go to Sears and buy a 17mm "crow's foot." They're not expensive and will allow access with a ratchet and extension in this rather inaccessible environment. If you want a real challenge, try installing a VDO dual sender, as for that a crow's foot is a necessity.
Also, don't use teflon tape on senders, as it can obstruct the grounding needed for the sender to operate.
