Since the brushes are part of the voltage regulator assembly, and the voltage regulator is mounted into the alternator, saying the alternator is failed is technically correct in all cases. However, the order of failure from most likely to least likely is this: brushes, voltage regulator, alternator bearings, open stator windings.
In all likelihood, the brushes have worn out, but a good middle ground is to get a new voltage regulator that has new brushes installed (about $40). Do a search on the replacement procedure, and decide if you want to try it. Many people have done it with the alternator still mounted in the car, which makes it a half an hour job.
