I got this several years ago from Joel Schneid, a TSN participant (many thanks, Joel! hope you don't mind me quoting you) :
"According to my 1:5 Diagnosis & Fault Tracing (M1986-93) SAAB Manual, the
DTC flash codes that you listed represent the following "possible faults"
for the LH 2.4.2 system:
Check Engine Light During Code Fault Engine Operation
ON 12241 Injector Malfunction
ON 12251 Throttle Position Sensor
Faulty
OFF 12254 No RPM Signal-Engine at
standstill
The 12254 code indicates an intermittent fault since it does not cause the CE light to become lit during operation. It is not the same as the 12231 code which is normal if the ignition is ON but the engine is not
running. I am not sure if the 12254 indicates a problem- it could represent a bad crankshaft position sensor signal, ignition module RPM signal to LH module feed, etc."
