'97 CSE DRL question....Did a search, but no luck!!

I pulled the DRL fuse awhile ago and I noticed that when the light switch is in the 12 o'clock position, the high beam area of the lights come on very dim. Is this normal? Of course without the fuse the DRL's are off when the light switch is in the off position, but when the switch is at 12 o'clock or fully on, the high beam area is lit very dimly. Any help is appreciated.
