That is a very cheap price. A guy would have to wonder what's wrong with the car that the seller is willing to go so cheap. Do lotsa reading here, search SRS and TCS and you'll see lots. Read the FAQ here. Go to quasimotors.com and read the FAQ and how-to-buy dox.
AFAIK all 93-95 Aeros had TCS. The on/off switch was added in 94 ( do you have a switch labelled TCS to the right of the steering wheel? ) and many people (like me) add one to their 1993 models. Is the red TCS CTRL light on? (below the fuel & temp gauges). This light "on" points to a problem. When TCS works, it works, but when it breaks not too many people know how to fix it, even though the usual problem is a $75 part.
SRS light is a finicky problem to fix, and very common. Could be the connector in the steering column ( $100 plus a few hours labour ), or one/both of the sensors and possibly wiring harness, or even the SRS ECU if you're unlucky. Then you will need to get a dealer to reset the light with ISAT or TECH II diagnostic tool.
