When you pull the switch for the washer, power flows to the pump motor and to energize the wiper relay.
If the washer keeps running and the wiper keeps wiping, I can think of only two things-
(1) the switch contacts have stuck closed. This is the equivalent of you not letting go of the switch. The solution is to open up the plastic 'clamshell' surrounding the steering column, and check the switch. I did a post a while back on squirters not squirting that described the procedure, and what contacts to check on the switch.
(2) a very bizzare wiper relay fault. When you pull the washer switch, it sends a 12 volt pulse to the wiper relay, and the relay engages for enough time for about 3-4 swipes. That same wire is tied to the pump. In order for both to stay on, you'd need a failure inside the relay where not only does it stay on, it can supply enough current to run the pump. If you ask me, very remote.
I'll go with the simple solution - the switch is stuck on. The contacts could have hung up in the switch, or since the pump does pull decent current, stuck together from the mini-arc caused when the switch releases.
