New battery, ACC doesn't work.

I have a '96 9000 CS and recently had a new battery installed. At first the blower was on all the time, but the temperature seemed to flucate when I changed the setting. I tried to re-calibrate by pressing the AUTO and PANEL (lower right button) at the same time, but to no avail. Now there is no fan working, although there is a small amount of heat seeping out. I tried to go to the two appropriate web sites:

http://www.quasimotors.com/
But I couldn't get the Townsend server to respond and Quasimotors has had its Bandwidth Limit Exceeded.
I have continued to try to re-calibrate, with no success. I even tried to cancel the programming by pushing the OFF + AUTO simultaneously. During calibration a "0" appears and the air distribution lights go on and off, one by one. But nothing else changes.
Is there anything else I can do? Or, do I just need to freeze (it's 11 f degrees now) until the web sites are up?
