If the needle is stuck at exactly at the point where the green stops and the yellow starts, it's almost certainly the hose. Try looking on the back of the inlet manifold - there are normally two little spigots, one capped off with a rubber thingy, the other with a small bore hose connected to the gauge and the hooter valve. If the hose is in place there, check the Y-piece in the hose, near the ABS accumulator mounted on the firewall. After that, check for obvious leaks and if all else fails take the top off the dash!
If the needle is stuck anywhere else on the gauge, even slightly into the green or yellow, the gauge itself is presumably faulty (if its hose is up the spout it will read atmospheric pressure).
