Starter Motor

Hi,
The starter motor on my 94 cs packed up last week, so I pulled it from the car and sure enough the brushes were down to nothing. I replaced the brush assembly and installed a Ford solonoid, now the starter works but the gear that engages the flywheel is not moving out. Do the new brushes have to bed in? Would this cause the motor not to spin fast enough to have the gear come out and engage the flywheel? Any help appreciated.
