I have a 97 Aero; just upgraded from an 88 9000, and I agree with all of Eric's comments. Few more things, though:
Maintenance is more important than mileage with these cars. 70k is young for a 9000. But if it's only had its oil changed three times... you get my drift.
Be aware that there will be inevitable additional costs going into this car. Some will be obvious (e.g. water pump, rotors) but you should also know that these 9000s have something called a DI cassette that usually need to be replaced between 80k and 110k. Cost is (I think) about $350 and you don't want to wait for it to fail.
The 97 CSE and Aero are almost the same, but you're paying a premium for the Aero seats and name. I did and have some regrets about it. The design of the back seats make this car a 4-seater, max. Plus, the way they fold down limits that famous 900 storage space.
Don't take Eric's comment about climate control lightly. Problems with the ACC tend to be extremely expensive and difficult to fix.
As for inspecting the car, I'd be inclined to take the car to another recommended Saab mechanic in your area (this site lists them) for evaluation. You really need someone who knows these cars to spend some time with the one that's being offered to you. Dealers are increasingly concerned about liability here and will limit comments to the obvious (e.g. brake condition, lights), leaving more important areas unanswered.
With that in mind, take Eric's advice. Drive the car; drive it a lot in various conditions. And "feel" it. It should have a good vibe; it should feel responsive, tight and fast - like a car you'll be happy driving for a long time.
