My experience is that there is a significant difference between the US DOT specification lights (which appear to essentially spray light all over the place (whether it is on the road in front of you or not) and the European Code lights, which tend to be much more focused on the road in front of you with a sharper beam cutoff (eliminating the problem of blinding drivers coming toward you. Re the 9000, the problem is that Valeo (who manufactures the 9000 lights) never made the European code version of these lights available here in the US. The only source who I have run across for these lights is Daniel Stern Lighting at http:/lighting.mbz.org.
