Saab Lpt Idling high

Hi there,
I have a 1992 saab 9000cs 2.0 litre ecopower, which sometimes decides to idle @ around 2,000rpm. Ive checked the AIC valve and cleaned it out. Ive tried swapping the valve with a second hand one I managed to get hold of (but I wasnt sure if the valve was in working order). It made no difference, When I plug out the electrical connector from the AIC valve (while the car is idling high) the revs automatically drop down to a more normal speed. I then plug the connector back in the revs remain normal.
However When I turn the car off and start it back up the car decides to idle high again. I think I have either had the bad luck to pick up a second faulty AIC valve or there is something else gone wrong somewhere.
Has anyone out there got any suggestions? Any help/advice would be much appreciated
