resistance to ground by placing lead to non voltage side of the open fuse with heater enabled at switch. This will run test from input of power blade of relay all the way back to the conn. in trunk. According to my 93 book there is a 8 pole connector in the rear left wheel housing in the trunk/boot. This is the only connector from the relay .
Except for the lamp it should be fully open. There should be some (the indicator lamp in instument cluster) resistance to ground , you may want to remove that lamp for a real test to grd. It is the small yellow wire off of blade 87 of the relay. You would have to cut to test and splice to fix it instead of just removing lamp in instrument cluster.
Relay is glove box mounted tray, left side second towards back from wide end of tray. There is another test.
Probably a pinched wire going to back. Relay may also be culprit. There is some circuitry in relay for timing out that could cause trouble. Let us know what you find.
