Brake failure on a 1986 900 turbo

So, I'm helping my flatmate with his 900 turbo. We needed to bleed the brakes. Nothing to it. However, there is a bigger problem, and it has me stumped.
Seems that the brakes on this car only work when the engine is off. Once running, one can push the pedal to the floor with (seemingly) no effect--suffice it to say we haven't taken it on the road to see if maybe the brakes are working poorly or not at all. Moreover, applying the brakes while the car is running causes the engine to die unless you sidestep the throttle as well.
Also, and I think this is a related problem, there is a little solenoid valve located roughly above the radiator, to the driver's (right--we're in Australia) side of the car. It has three small vacuum lines running into it, as well as the electical line. First, I would like to know what this switch is. The reason for this is that turning the ignition on causes the solenoid to chatter rapidly, and loudly! So, if I can find out what the thing is, also want to know if I can get away with bypassing the silly thing.
