Anders, question about ECU ground

I read your post about from Oct 02 about checking for ground from the ECU to fuel pump relay. I have this problem and it took awhile to come to this conclusion. 1990 9KT with Jetronic FI. Swapped motors, and disconnected and reconnected all the engine bay wiring. After reconnection, the fuel pump relay doesn't close the circuit and I think it is because the relay coil doesn't ground. Swapping relays did not make any difference, which means the relay itself is not the problem. I have 12V at pin 30 (red wire) on the FP relay, so power to relay is OK. Also, I get 12V to the coil from the pressure switch.
I can jumper power to pins 87 and 87B on the FP relay to power the FP/injectors, but this is a temporary solution. What is the cause of the "no ground" problem? Is it a ground wire problem?
