The power steering pump is driven off the serpentine belt. When you turn the wheel, the PS pump takes more power from the belt. If the belt is worn and a little slippery, the PS pump pulley may be slipping just a bit, and that's the sound you hear. Have someone turn the wheel back and forth while you listen at the front of the car with the hood open (and the engine idling). How old is your serpentine belt?
Of course, make sure your PS fluid is at the proper level.
If the noise is continuous as you turn the wheel, I'd bet it's the belt. If you hear a quiet 'pop' at some point while you turn the wheel, then I'd go in and tighten the bolts holding the steering rack in place. I've had cases where one or more bolt gets just a little loose, and the rack shifts slightly as you turn the wheel.
