Ah, the famous pictogram.
The pictogram is there to tell you if you've got a light out. Here's the scoop - it doesn't work very well. It works by comparing the current through the bulbs on the left and right side. Little variations cause it to screw up. If the bulbs aren't the same brand, or if there are grounding problems at the tail light assembly (common), or the moon is in the wrong phase, it lights up.
Check out the Townsend site (http://www.townsendimports.com) under Technical Documents, electrical, and you'll see a big writeup on the pictogram. It is nothing to worry about.
The headlight wipers are activated whenever you hit the windshield squirter. That's the only time. They don't run when you have the wipers on, only when the wipers 'clean up' the washer fluid. The headlight wipers also have squirters that run at the same time.
