Make sure you're checking the brake switch and not the cruise control switch. The brake switch is the shorter of the two, IIRC. It operates by having the plastic pin pushed all the way in. What usually happens is the plastic gets worn from repeated contact with the metal part of the brake pedal lever. They're difficult to remove without breaking the plastic tabs that secure them in the mounting hole, but if you can, I've found that putting a layer of epoxy on the end of the plastic will give it enough length so that when it rides against the pedal lever, it will retract far enough to turn the lights off.
