Sputtering Idle and Rough Acceleration

My '95 Aero has always idled poorly since I have owned the car from 125k to 150k miles. It often idles very high when cold, nearly stalls when coming to a stop, and is generally rough and sputtery when warm. When idling, about 90% of the exhaust "spurts" are normal, and the other 10% seem like misfires or something. I'm not sure exactly how to explain it.
Also, the acceleration in this car is not very smooth. I notice short bans (about 0.5-2 seconds long) or increased or decreased power. They are not very extreme, but generally annoying.
Like I said, the car currently has 150k miles, is equiped with TCS, has fairly new vacuum lines, and has a new "hooter" valve. These problems _seem_ to be climate INdependent. What other factors might affect idle and acceleration???
