That small fan directly behind the grille is part of the ACC system. It is what cools the hot freon flowing through the condensor, turning it from a gas (steam) to a liquid (condensation), which is what's used to cool you down inside the cabin.

Sounds like you have the ACC on. If that's the case, then the system is trying to maintain the temp you have selected, cycling the compressor on and off.

If this is not what you want, press ECON or OFF. ECON will give you hot/cold air, just not using the compressor. OFF will do nothing but let incoming air pass through the vents.

You can program the system to have the ACC always start in ECON or OFF mode by setting everything the way you want it, then press and hold at the same time the top and bottom buttons on the right hand side, allowing the system to darken and then re-light again.

This also explains why you have no heat--the compressor is pumping a/c at you!!!!!
