The timing chain requires pulling the valve cover and inspecting the guides and tensioner. Different years and engines have different inspections. Untill you have pulled apart several engines it is not something you can guess at, its a combination of guide wear and measurement of backlash. The moisture in the exhaust may or my not be a problem, it can be caused by high humidity or as bad as something you did not address, a head gasket leak. As for the need of a valve job; a compression test or, even better, a leak down check is the test for valves. The SAAB engines I have taken apart have had bronze valve guides from the factory, they seem to last forever. There are hardened steel seats installed, and the turbo valves are sodium filled. If you have a valve problem, it is NOT a grind the valve and seat type of repair. Something caused the failure, ussually a lean fuel mixture (which raises temperature).Also the exhaust valves have a stellite coating and grinding removes that. The most I will ever do is "lap" the valves in with compound to ensure a tight seating. If there is play in the guides, they need to be replaced. I would suggest a leak down check (better than a compression check) and testing for coolant leaks to start. post the mileage and engine type and year as to the chain, you will get the answer from others who have the same car and when they had their chian go bad.
