Hi Jeff,
My Dad's 93 CSE turbo has what I discovered to be a broken weld in the window track assembly, which allows the track to misalign when the window's being raised. The only solution is replacement of the offending item, but a boneyard should have the requisite piece.
Perhaps the impact with the deer caused a similar circumstance in your case, and the window becomes jammed, preventing its being raised? It might be worth removing the interior door panel to take a look. I would think that if the window goes down, it should come back up. Either the wiring passing through your suspect area works or it doesn't, I THINK, but don't quote me.
On the wiring note, has anyone ever succeeded in cleaning the newer switchpacks? I've had great luck with the older individual switches, and would love to be able to do so with the switchpack.
