Unable to adjust base boost

Hello,
Just tried to readjust base boost on my 1987 9000CS with not much success as it wouldn't adjust fully. Initial pressure test showed base boost at 3.6 - 3.7 psi (tested with 't' piece in the vacuum line to fuel control valve and with APC unplugged). Tried to adjust to 5/5.5 psi and reached the end of the adjustment. The rod bottomed in the tapped hole in the sleeve that attaches to the wastegate. This is probably not a machining fault as it coincided approx with the end of thread for the locknut. The little bit of adjustment I got before it bottomed out changed the boost to around 4.1 psi and the difference is noticeable. I guess the car is impressive with the full 5.5 psi of boost.
Anyone any ideas as to what has changed for the engine to operate at this end of the adjustment? The only other odd thing I can see is that the bearing for the wastegate lever seems to be a bit worn with about 0.3 mm (at least) of clearance. Any advice on the best way forward?
