I have gone through the same thing with my hazard flasher. The L & R both work fine independently but there isn't enough magnetic charge to draw them both at the same time. It was my opinion that the contacts had worn too much and couldn't make the jump for them both at the same time. I had to buy a new one to pass the anual inspection but I also suspect the large capacitor on the top end of the relay had degraded to the point were it couldn't charge enough. I have my old one out, take a reading of the capacitance of that cap and post your results. I'll do the same with the old and the new to see what happens. Maybe try to add some material to the contacts for a smaller gap.
