Not holding boost - why?

So I've been posting questions about idle problems, bad mileage and low boost.
Let me more accurate about the boost. It builds upto the beginning/slightly-over red and then begins to fall even though my foot is still on the floor (BTW, this is not my normal driving style... I'm just troubleshooting here).
The Bypass valve is a new 110 unit.
I was chasing vaccuum hoses today and replaced almost all of them. The only one I cannot replace is the one leading to the charcoal canister. Also, when I suck on that tube (should blow to avoid inhaling fumes... but I was being stupid for a bit there) there is not resistance what so ever. Is that the whole problem? I tried disconnecting the vaccuum hose and just holding my finger over the nipple on the throttle body to no effect. The engine idled just the same. Is the charcoal canister vac. tube supposed to offer resistance?
My theory is that there is an air leak that leaks air slower than the turbo builds up boost. So the boost gets near maximum but then starts to drop once the APC cuts boost. Does this make sense? It would answer the the bad idling, the inability to hold boost and maybe the bad mileage. But then again the car is running lean right now. How does one check for air leaks in things like the intercooler etc? Or even the regular rubber tubing?
