The pulley is on a spring-loaded arm. On the top of the arm there is a cut-out. Under the arm on a stationary piece, there is another cut-out. When you compress the spring, the cut-outs get closer together. This allows you to slip the Quasi tool into place. This keeps the cut-outs 'together', and the spring stays compressed. This allows you to remove the pulley.
OK, how do you compress the spring? I stick a big breaker bar on a socket on the bolt going through the pulley. When you crank on the breaker bar, it compresses the spring. Be warned, this is one stiff spring. It takes a good amount of pressure to compress it, so unless you lift cars for a living, don't assume you'll do it with a little 3/8's rachet.
Also, do not scrimp on building the Quasi tool. Use at least as thick metal as he recommends. I like going a little thicker. And use good quality bolts. There is A LOT of force on that tool.
Saab has a different tool - it consists of two pins on essentially a threaded bolt. You set the pins, then turn the bolt, which pulls the pins together, compressing the spring. I have personally seen the Saab tool snap from the force. So don't skimp.
Once you get in there, it will be quite clear. I recommend that you make a drawing of the belt path BEFORE you remove it. You'll thank yourself, because the path isn't obvious. Or at least, it wasn't to me.
