As Tom says, 19 degrees of advance is a little high, but I don't think it would cause the problem you're seeing. A more likely response would be for the APC to reduce the boost due to increased knocking.
When you say "bucking" is it a sudden cutout that threatens to send you through the windshield, or more of a misfire? Sudden cutoff would be the fuel cutoff - shouldn't happen at 11 PSI, but the switch may be bad or miscalibrated a bit.
OTOH if it just seems to start running badly, it could be an ignition problem. The ignition system has to provide a higher voltage as boost increases, and if your cap/rotor/wires/plugs (and if all else fails the coil) aren't in great shape, you can have problems.
