I installed Sylvania Silverstars 3 months ago. Decent improvement. Whiter light makes you feel like you're seeing more. Not boy-racer blue or anything, just whiter. I stuck to stock wattage to avoid crisping my wiring harness. Headlights were expensive ($50 for both direct from Sylvania) but I think you can get them cheaper if you try.
I think that the headlight pattern on the 9000 is about as bad a pattern as anything I've ever driven. That's why I upgraded. It seams like you can see about 50 feet at night and the high beams aren't much better. Foglights are good only for looking "cool". I'd love to upgrade to e-code lights, but they're pricey.
Interesting website for auto lighting is Susquehanna Motorsports in PA. They have a good article regarding higher wattages/beam pattern. Basically, the stock DOT lens/reflector we have (POS) will still suck regardless how high a wattage bulb you use. They recommend upgrading the lens/reflector prior to upping wattage.
