See if there is voltage either or both sides (should be both)of the ones for low and high beams. If not open tall skinny control relay (bad name is really monitor sensor module for pictogram) by gently leveraging catches back and pulling back case.
Look for frosty or cracked areas of solder runs from base to circuit board meeting area. Removal of old solder and resoldering with fresh 60/40 solder will fix.
Don't need to do all the swapping of bulbs and relays if you can measure voltage.
Switching wide Hi Lo relay out pretty much takes that one out of equation especially if you had a chance to see how the power is pathed to the lights. Wide boy relay just guides power to either hi or lo beams as controlled. Then the 'control relay' splits it again to each L and R lamp monitoring each for it's current flow amounts and powering the high beam indicator by a side wire up to dash from one of the high beam fuses. Lots o back postings on soldering this up.
