The answer is, not really.
The ACC isn't powered during engine cranking, so that's not an issue.
All "off" will do is have slightly less electrical load because the fan is off. The power to the ACC electronics otherwise is minimal. Once the engine is running, power is supplied by the alternator, not the battery.
The only appreciable load is the AC compressor. The AC is inhibited from turning on for 10 seconds after engine start to reduce the load on the engine until oil can get flowing and idle stabilize. So the ACC automatically reduces the load in those few seconds after starting.
