The TCS uses the same wheel sensors as the ABS. The ABS releases brake pressure if it detects a wheel not turning (locked up) under braking. The TCS backs off the throttle/applies brakes if it detects a wheel going too fast. Both use the individual speed sensors on each wheel.
The ABS constantly checks each wheel sensor. If it sees a fault, it will turn on the ABS light. If the ABS indicates a sensor fault, the TCS also turns itself off, because it knows at least one of the sensor signals is faulty.
Bring you car to a dealer or good independent and get the ABS codes read out. It will probably indicate a bad wheel sensor, and which one. Sometimes the problem is just a bad connection in the harness. (No connections at the wheel), but it can also be a bad sensor or bad cable.
In the meantime, the car is safe to drive. You have normal braking, just no ABS. It'll be just like the good old days, pre-ABS, when braking in snow just took a little more care. Somehow we survived then, and you'll be fine. Just back off the brakes if you feel a wheel slipping.
