Is it time to say goodbye to my 89 9K turbo?

I’m looking for some advice here. My 89 9K Turbo with 205,000 miles on it is having some troubles.
1. The APC fuse keeps blowing out. The first time the mechanic looked at it, he found that when you move the seat, it caused the fuse to blow. I'm the only one driving the car, so the seat doesn't move and the fuse continues to blow. No boost makes this car less fun to drive.
2. Leak near the top of the hatchback has soaked the rear of my newly replaced headliner. I've checked the drain hoses from the sunroof and looked elsewhere for a leak and have not found any. This is super frustrating.
3. I recently switched jobs and now spend 30-50 minutes commuting instead of driving just 10 minutes to my old job. I want to make sure this car is reliable and still fun to drive.

I really am tired of putting money into this car. I just put in new shocks over a year ago and every time I take this car to the shop, I drop $1000 into it.

So, I happened to pick up the local paper, looked in the classified ads and found a 1999 9-3 SE Turbo hatchback with 33K miles for $13,500. I'm trying to decide whether or not to pursue this car. This is the first year of this model. Are there any flaws or issues to contend with?

Also, with GM offering 0.0% interest, it is almost cheaper to purchase a brand new car. I cannot afford to pay cash.
The problem is I want the flexibility of a hatchback. It has come in handy more than once (dogs, camping, traveling). I'm not sure Saab makes hatchbacks anymore.

Please, share your opinions. I am at a loss.

Thanks.
