As Bob has said, it is a completely hydromechanical govenor system. There are seals in the govenor that fail, producing some weird results, but usually changes in shift points. If the shift points are right, it may not be the govenor but the Valve Body. The Valve Body has springs and tiny passages, mounted on the top of the tranny and can be removed in a matter of minutes. Governor seals can be replaced with the tranny in-car.
I recommend you call Eriksson Industries (http://www.erikssonindustries.com/). They sell tranny parts and do tranny rebuilds. They can be very helpful.
