Sometimes over- boost, sometimes base boost--what gives

My '94 9KCSE FPT (manual tranny) has had rather unpredictable boost this week. Earlier in the week, I experienced only base boost on the way home from work. Halfway through the ride, full boost came back. It was normal for 2 days. This morning, I had only base boost again. Why the inconsistency?? This has never happened before. . . .
A little background. My boost has always fluctuated at high pressures. At full boost, I get a screeching-type noise from the driver's side of the engine bay--I've never been able to track it down (maybe this is normal?)! I have hit fuel cut-out a couple of times while passing. A couple of weeks ago, I measured my base boost with a 0-15psi VDO gauge. BB is around 6psi (in spec). I did notice that full boost went off the charts of this gauge. Saab gauge will go to the 2 O'clock position (over the red). Other checks: all new silcone vac lines, wastegate seems to move freely, new APC solenoid, new BPV, properly gapped NGK plugs, new air K&N air filter, 3" turbo back JT exhaust, many new trionic sensors (air temp, tps, coolant temp). I have also unplugged the APC solenoid and checked boost--I get base boost plus a few spikes to 11psi.
Someone has mentioned my pressure transducer on my ECU may be bad. How would I check? What would be causing these inconsistencies in my boost??? What additional checks can I make?
T.I.A.!!
