leaking HDPE fuel tank

Have a Saab 9000 93' with a leaking plastic gas tank.
Will appreciate anyone helping with ideas of how to seal the HDPE tank (bottom section close to the strap).
I have tried with 2 components epoxi but it does not have adherence to the HDPE tank
Thanks in advance.
Note: I live in Argentina , there are very few spares and it is very expensive to import a complete fuel tank, that seems to be the logical solution.
