Can a bad brake rotor cause a "resonate" sound?

Hi All:
I recently replaced the tires on my '95 CSE (154k) and am now noticing a "resonating" noise at slow speeds and on ultra smooth (i.e. newly paved) roads. The sound is a "hum" that sounds like the tires slowing down against the pavement. Hope that makes some sense.
My first thought was this was coming from the tires. I stopped by the shop that installed them (amazing independent I found through TireRack) and we took a drive. He confirmed the noise is not my imagination ... but from his experience, does not believe it is from the tires.
Based on a "clicking" noise he picked up on from my left front wheel, he pointed out that the left front brake rotor has 3 very deep groves in it. He also commented that this brake was much hotter than it should be.
He believes this noise is actually being generated by rotor. Is that possible? Its not a metal or scraping sound. I guess I need to replace the front brake pads and rotors under any condition ... but is this likely to address the problem?
Thanks for any input.
