Heater/Air Fan Stuck in High Position

A while ago, the 'climate control' fan in my '89 Saab 9000S just stuck in the high position -- the cooling part continues to work just fine -- but as an interim measure, I've just pulled out the fuse. I've taken it to a mechanic who tells me I need to get a new control head unit which I understand is the part under the ashtray with all the control buttons. But I'm skeptical that the problem is there [also because I'm in Mexico City where there are very very few Saabs] -- over the past couple of years, from time to time, the ACC would make an odd chirping noise sometimes loud, other times quiet -- but the noise seemed to come from further inside than the control board. Whenever I had the car serviced, I always mentioned the noise but the answer was can't do anything unless it's chirping while in the shop. Would appreciate any advice. Thanks.
