Larry, 15 psi is too low on the low side. Checking the pressure/temperature chart for R-12 shows this to be 12 degrees Farenheit, which obviously doesn't agree with your 65 degree evaporator temp. This indicates either a low charge or a blockage somewhere in the intake. I'll bet if you increase the throttle to 3000 RPM, you'll actually see a vacuum on the intake line. Check the evaporator and see if it is freezing up.
I had this problem once, and I thought it was a bad expansion valve, which I had just replaced. I put in a second valve and still had the same problem. It turned out to be a defective hose, which was also new. Got a new one under warranty and the problem was solved.
It could also be that the filter/dryer is clogged. Too much oil? Did you drain all of the oil out the compressor before you added 9 oz. of oil. (By the way, that seems a little high. I thought the spec was 6 oz.?)
I would say offhand that your compressor is working fine if the high side pressure is 175, that seems about right for that ambient temperature. On a hot day you might see as high 200 psi at 1500 RPM.
